ALEXANDRIA, VA—Kevin Garfield Ricks, 51, of Federalsburg, Md., was sentenced today to 300 months in prison, followed by a lifetime of supervised release, for producing and possessing child pornography over a 17-year period. Keen, Manassas City Chief of Police, made the announcement after the plea was accepted by United States District Judge James C.
